Artificial Intelligence Assistants Deliver ‘Unreliable and Biased’ Voting Advice, States Dutch Watchdog

AI assistants have been shown to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has reported, raising alarms about a possible risk to democratic processes just over a week before the country’s general election.

Study Shows Repeated Partiality in Chatbot Recommendations

The four chatbots tested by the AP “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the watchdog noted in a analysis published ahead of the 29 October election.

For over 50% of instances, the AI recommended either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the centre-right CDA, “are almost never mentioned”, despite the fact that the voter’s query precisely aligns with the positions of these political entities, the report pointed out.

Official Warns Against Using AI Chatbots for Election Advice

The vice-chair of the AP, Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that might not correspond to their political views, she added.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against employing AI assistants for election recommendations, as their functioning is opaque and difficult to verify.”

Voting Background and Political Landscape

Netherlands citizens vote on October 29 in an election that will be closely watched across the continent for the showing of the PVV.

The far-right party of Geert Wilders is leading the polls but the lead over the left-wing and centre-right parties appears to be narrowing, with numerous electors still undecided.

Every significant political faction have ruled out an alliance with the PVV, implying the party that comes second is most likely to supply the future head of government.

Unintentional Bias Attributed to AI Operation

The authority emphasised that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the manner in which AI assistants function.
